Village of Baxter Estates Request for Proposals

The Village of Baxter Estates is seeking written estimates for the cleaning of our Village’s catch basins and lateral pipes within the Village.

• Clean interior of catch basins: at #9, #12 and #13 Hilltop Road, on Overlook near Central, and #5, #7, #9, #11 & #13 Ridgeway)
• Clean surface of catch basin inlets: 2 at end of High Street and at #34 Locust Ave (both sides)
• Pump out 2 catch basins (on Locust near library, Overlook at Central)

Per OSHA standards, personnel must be certified in confined entry operations.  Contractor must utilize a vactor style catch basin cleaner with a positive displacement blower, no less than a 12-yard holding capacity, and a high pressure water pipe/wall cleaner.  Each catch basin should be cleaned to full depth, but not so far as to undermine the catch basin walls if there is no hard or concrete bottom.  Full depth is equivalent to a level of one foot below the lowest pipe invert or within one foot of the bottom of said structure, whichever comes first.  All interconnecting pipes should be flushed with equipment capable of 1,200 PSI of pressure at 90 gallons per minute to assure proper drainage of the system.

Contractor must provide Certificate of Liability Insurance with $10,000,000 limits and Worker’s Compensation coverage as required by law.

Collected materials will be disposed of by Contractor in an approved manner consistent with local laws and regulations.  Any contaminated soil will be disposed of at an approved facility in accordance with Waste Transporter permit, with copy to be provided to the Village, as issued by the New York State Department of Environmental Conversation (DEC) for disposal of such material.

Contractor will provide total fixed rate, inclusive of the Vactor equipment, operator, laborers and disposal of material collected. 

If the collected materials are deemed hazardous and require special disposal, Contractor shall inform the Commissioner of Public Works for the Village of Baxter Estates and the Village Clerk-Treasurer immediately.
